With our multidisciplinary team of attorneys, policy analysts, engineers, scientists, and other experts, we have supported federal, state, tribal, local, and private sector clients in the legislative and regulatory arenas for over twenty years.
 
Legislative

New West understands how legislative processes work. New West has a staff of policy analysts who offer counseling on transportation, energy efficiency, environment, economic development, public interest, and taxation.

  • Monitoring  
    • Track bills, from their initial inception or introduction in the House and/or Senate, through Committee consideration (e.g., hearings and markups), to their ultimate passage or failure  
    • Efforts cover both federal and state legislation
  • Statutory analysis  
    • Undertake brief and detailed analyses of proposed legislation including the identification of statutory changes   
    • Identify prospective statutory and rulemaking changes
    • Assist federal agencies in responding to requests (e.g., from Congress and the Office of Management and Budget) for comments on legislation, and crafts recommended legislative text
    • Review and analyze Executive Orders and existing federal and state laws
Regulatory

New West is well-versed in the federal rulemaking process, which is known for being protracted and complex. We are knowledgable in advanced economic and accounting principles and also analyze complex business and financial records and regulatory issues.

  • Rulemaking support
    • Assist federal agencies with all aspects of the rulemaking process
    • Assess legislative mandates and authorizations
    • Prepare Federal Register notices
    • Conduct training on the various statutory and Executive Order-driven regulatory reviews associated with any proposed or final rule
  • Public comment assistance  
    • Categorize and review comments submitted by the public for federal agency clients  
    • Prepare comment response documents and draft appropriate preamble language  
    • Develop comments on proposed rulemakings for private sector clients
  • Regulatory drafting  
    • Draft regulatory text that is clear and consistent with the underlying statutory provision(s)
  • Regulatory program implementation  
    • Prepare guidance documents
    • Perform outreach and compliance training  
    • Assist Federal agencies in implementing and evaluating their regulatory programs
